Autoresponder / Email Marketing Recommendations

Anyone have any recommended services to offer for email marketing and autoresponder services?

Right now I'm using AWEBER and being charged a Lamborghini payment per month. I have 25,000+ subscribers.

I DO NOT however, spend a lot of mail, maybe ONCE every two months. This makes the cost of the service via-a-vie the value I am receiving a total waste of money.

I looked at Campaign Monitor but their interface and customization options don't look very appetizing.

My needs:

• Preferably charge on a PER SEND basis, not on subscriber count.
• Customization of signup forms, w/ability to use pop-up lightboxes (like SumoMe)
• Auto-response ability

Looking at the various options, they all seem expensive considering I don't leverage my list as much as I'd like.

Does anyone have any recommendations for a service that charges PER SEND? As of right now I could only find CampaignMonitor and their signup form options seem pretty limited and archaic.
