Hi, fellow members.

I've got questions for the community, i begin with the background story.

I own a multi-residental house with 8 appartments, acquired the multi-residental house next door with another 6 appartments (until now there is only one tenant, a physiotherapist).

There is limited parking space in front of my buildings, but basically only 3 normal-sized or 4 small-sized cars fit into the space, it is non-exclusive, so everyone is able to occupy the space and the last one:
Much of the parking space is blocked by the clients of the physiotherapist during his work-hours.

But there is a solution (at least in my head ;)):
Next to the newly acquired building is a huge place, about 300 qm2, now a public resting space with some banks and a tree, before that, my guess, it seemed to be also a multi-residental building.

I want to ask the city council so sell this property to me, because out of various reasons :
Across the street, maybe 20 meters away, a new, huge supermarket is under conderstruction, which will replace the old one, which was a little bit further away. There was always a number of chronical alcoholics surrounding, who will now move with the market more into my direction as well as into the direction of the public space, where they could drink in a more casual environment than before.

That's my key argument for the persuasion of the city counsil :
If they sell me the space, it will turn into private property, where
1) i can easily expel the alcoholics
2) actually is no need of expeling them, because the space is already occupied by the cars of my tenants.
3) more parking space for the population

Now, my question are the following :
Do you think these kind of arguments
a) is persuasive enough to make the city counsil sell me the property ?
b) will significantly lower the price in case of a sell ? (city also saves maintenance costs & gets taxes)
c) Is there any kind of heuristic, which tells you the value increase of surrounding houses, because of a large, supervised parking area ?
