Delayed business license - any ideas?

Hi,

I would like to start a business of setting up websites, and the server would host my software. Problem is the city I live in charges an arm & leg for business license, nearly $500, and I plan on moving to another city within a few months or so. Business license there is about $30. I would pay the $500 if I could afford it. Are there other options? Nobody will mail me anything, so I don't need a physical address. Maybe I don't need a city business license. Or maybe it's okay to do business for a few months, then move to the new city and get a business license.

I'm thinking of a sole-proprietorship, which normally requires city business license, but I heard that an LLC does not require city business license.

Any help is greatly appreciated!
