Over the years, eBay has been on a pendulum of growing customers at the expense of seller-unfriendly policies, and then swinging back to sellers to generate more good will, which results in more products listed on eBay for eBay customers to buy.

eBay has in the neighborhood of 100m registered users, and around 1% of them sell. 99% of their registered customers are buyers that don't regularly sell anything. So, the relationship between eBay and their sellers is interesting. For a while, eBay concentrated on large retail sellers like Best Buy, and neglected the small to mid size sellers.

So, obviously the pendulum in swinging back in a more favorable direction for selling on eBay. This will be a welcome policy shift for disenfranchised sellers (many of who abandoned eBay over the years as they became increasingly aggressive on behalf of customers against smaller sellers).

Time will tell if this is window dressing, or a legitimate attempt to take a more moderate position towards their platform facilitation of deals. eBay promotes itself as a neutral venue for buyers and sellers to meet. We'll see.
