What is the fastest way to get rich for somebody with a small budget? (There really is a legitimate answer to that question)

Should I go to college? Is college a waste of time?
This topic is always discussed around here but please allow me to finally settle the dust.
- College will surround you with success orientated people. Who you hang around GREATLY determines who you are. You must surround yourself with successful, like minded people. College allows this to happen. (To a sense, this forum surrounds you with great people. There essence will wear off on you through the text)
- You will network with people from all over the country and world in college. We live in a world where "who" you know is sometimes more important than "what" you know. (You network here pretty good as well)
- College will greatly improve your communication and social skills. If you have not noticed I have bad grammar and sentence structure due to my lack of formal education. People will disregard what you have to say if it is not written with proper punctuations and spelling. People tend to make their judgments very quickly. (As I type this my writing skills are improving)

Can you quickly list what you consider to be the "main" ingredients to get rich in bullet form?
- Never under any circumstances quit!
- Stop making excuses. For now on live as though everything that happens is a direct result of your decision making. Accept all blame and responsibility for everything good or bad in your life.
- You will read a lot of information here, but some things will take months or years for you to fully understand. This is the same with business. It takes time for you to grow and become a successful individual. This will not happen over night.

- There is no better time to start your idea than RIGHT NOW.
- You will fail but this is normal. Never quit!
- Save your money and live frugally! If you spend your money as fast as you make it you will never be rich.

- If you are unemployed get a job ASAP and start saving!
- You will never have everything if you do not risk anything
- Please never let anybody tell you what is possible or impossible. They are just telling you what they are incapable of themselves.
- Even in this bad economy people have made fortunes. Always look for the opportunity in every situation. CREATE YOUR OWN OPPORTUNIY
- Failure is always avoidable
- It's amazing what you can do with your back against the wall

- STOP MAKING EXCUSES
