Good graphic designer for?

Can anybody recommend me a good and reliable graphic designer that you have worked with? I am tired of posting website design projects on sites like Freelancer and Elance only to waste my time and money on people that have good reviews, but 1) fail to do the easiest of tasks 2) are extremely pushy on IM 3) are very unreliable when it comes to deadlines, and 4) have no sense of creativity

Has anybody actually succeeded in outsourcing tasks like this to people in developing countries? I might be doing something very wrong...
