tl;dr: Google Apps has no longer a free option for new accounts. Existing accounts are not affected and stay free.
Glad that I have a few free apps accounts running.
Little tip: If you have an existing free Google Apps account you can add additional domain names to it. This way you can still use Google Apps as an email service for a variety of your projects without paying for each one. To do this, log in to the control panel at http://www.google.com/a/yourdomain.com/Dashboard and then go to "Domain settings" -> "Domain names" -> "Add a domain or domain alias". Every user can receive and send emails at/from every one of those domain names.
For short-term projects (or stuff with blackhat tendency) there's always the 30 day free trial of paid Google Apps.
Edit: here's a workaround to still create a free Google Apps account that is limited to 1 user (instead of 10): http://techwalls.com/news/register-free-google-apps-standard-account-single-user/
