Ok you have a idea, and it involves heavy knowledge of programming languages (maybe to the sophistication of Kickstarter.com, or AMAZON.COM) like Ruby on Rails, MYSQL, php, etc. and you need programmers long-term to maintain the site, to make changes, etc.
How would someone a small budget like 20-50kk, be able to do this, Or how would you determine a suitable budget, or approximation of how much it would cost?
Would you outsource to India, or other places. Or would you find someone locally.
