How to motivate cofounders/partners/employees?!

Right now I am working on a startup, which I first started with one other business partner.
But then, as neither of us had any web development skills, we set out to find a web developer with the complementary skills we needed. Which we did and persuaded him to join the startup. He is 28 years old and we have never met with him, we just speak with him on the phone. (we are both 19 years old)

We gave him 5% in the company, and are going to pay him a percentage of the future profits up to 10k dollars.

Our partnership with the developer started about 3 months ago. When we talked with him at first, he estimated the time to build the web shop to about 6 weeks..

Now it feels like he is not making any progress at all.
The communication between us is lacking as well, we speak with him maybe 1 time per week on the phone. Sometimes we are communicating through email/skype.. He takes a lot of time to answer emails (days-week) and to answer when chatting on Skype (hours/a whole day).

Right now it feels like our web shop will never get finished, and we CANNOT wait any more to LAUNCH.. We started with this startup soon 1 year ago, so you can imagine the pain..

Please give me some tips of how to solve this, how we can motivated our partner and also tell about your own experiences from this type of situations.
