In many business ideas, the only limiting factor seems to be the start up money. Getting a site designed or programming work done can be quite expensive. So why not outsource. If large corporations can do it, so can I!

If you need work done, I'd suggest looking into this site. You can find some programmers in poorer nations that charge between 3-7 dollars an hour and have logged many hours of work.
While the quality and communication may not be up the same as the top level programmers you work with here, they are still competent and Java is the same in any country.
Once your site has demonstrated profitability then contract the expensive designers to rebuild it.
