Question about eBook Launch

Hey guys, just had a few questions about an eBook that I'm launching soon. I was curious as to which option would be best. Have a website before or after. I know a lot of people launch their eBooks with a referral website, meaning a website they can go to to get more information, sign up for newsletters etc. I wanted to ask if it would be a good idea to get a website built before launching my eBook. The reason I want to do this, is because I want to make tutorial videos for those who bought the book. So my question to you is.

Should I create a website to referl people in my book to before the book launch?
