Announce the exact location of the envelope on website/app, so bunch of people can start racing towards it. Whoever will be the first, takes the cash.
This could be monetized by:
1) ads on the website (for example casinos, online gamblers and similar sort of business ads)
2) Youtube, as you can shoot some funny videos of people running like maniacs for a little money
3) Selling the show to local TV channels
4) Directing visitors to others websites (adult industry, skate-shop, cafes)
5) Selling tshirts, skateboards, scooters on the website
6) $1 subscription plan to participate in the game

P.s. I've actually tried this, got some traction but could not monetize it. Local casinos, gambling website and strip clubs, all of them said "no" about advertising. Honestly, I did not push it hard enough in marketing too, maybe could have gained 10x more visitors on the website, but decided to abandon the project as this kind of business is against my philosophy.
