Restricted Access CMS

Does anybody recommend a CMS plugin (preferably wordpress, but anything will do) that can help me achieve the following goals.

1. User signs up, and pays a fee to access restricted section of the website (similar to the INSIDERS forum). They pay via paypal and immediately get access to this section.
2. That section will consist of an instructional guide broken down into different pages (kind of like a blog post format).
3. That section is not indexed by search engines.
4. PHP/MySQL friendly - The most important information I will offer is stored in a MySQL database, and I need to echo that information out via PHP on the pages in there. This is a must.

I have the skills to do this myself, but that will take up too much time from the more important aspects of my business. I am looking at the price range >$50, but you get what you pay for, so any suggestions will help.
