That's a psychological trick that most people play on themselves I noticed.
Instead of asking themselves " What Can I do to succeed ? " They think " What do I have to do to have an excuse when people will ask me why I failed ? "
Quick example, at university:
Student who wants to succeed will try every possible way to not only do his homework, but also have an edge. Talking to teachers, to student better than him, etc...
Whether the one who just want excuses will make sure he is going at the library (even if he is not doing any actual work / is extremely inefficient ) so when he fail he can tell his parents " I've been to the library everyday ! ".
Most people don't actually want to take the required risk to succeed, they just want a back up, a way to say " see, i tried but i failed because X Y Z ".
Instead of looking for every possible way to succeed , they just want to do the strict necessary to be able to say " its not my fault " when they fail.
Thats a dangerous mind trick.

PS: I'm not saying that everybody is like that, some people really work hard and face real obstacles.
