WordPress theme creation or something similar?

I am trying to get a rough idea of costs for a business idea I have. This business would require a way for me to have a template or frame site that I (or a subordinate) can go in and just fill it with content, it would also have to have custom privileges and controls for allowing people to add content and pages but restricting them from deleting the site or changing the framework/general layout, a lot like word-presses users tab but customized. If any of you guys have any ideas on how much this would cost, anyone who could do this, and if its even possible, I would really appreciate the help!

///UPDATE: I figured out how to handle the user capabilities! Now, I am only wondering how I can make a custom theme of my own or hire someone to do it for me, and where to find someone who could design a theme for me to my specifications. (like someone would do designing a website)///
