Not shocked, renters already have more rights than landlords here. Have a client who owns rental units in Oakland and San Francisco. He was just telling me one case where he rented to a couple, they break up and the bf moves out. She can't afford the rent herself so she has some guy she just met move in, and as long as the rent gets paid he can't kick her out. She realizes new guy is a creep and moves out herself! Now because of tenant rights my client is stuck renting to a guy he never even agreed to have as a tenant in the first place.
