Still chicken and the egg problem, make email campaign or something similar to attract companies for job ads, be creative. Site is very professional, so there will be traffic for sure, just need to speed it up somehow. Go wherever you can to represent yourself, and be sure to use everything that is FREE. There are tons of ideas to do that, so just do research.
I'll come up with idea to send post letters to all potential customers, and they are available through local chambers of commerce, Just to invite them to my web site which is not for end customers, just to see what am I doing, and of course to see my offer to them, and offer is so good that they can't refuse it, bla, bla, bla....
In your case I would take for first ads from employment services.
This is example of same service in my country (Croatia), and they start with ads from official employment services so as through chamber of commerce....
