Ban the visas and make hiring locals only a law.

I worked in a country where companies over a certain amount of employees could only hire 10 percent foreigners by law. This was interesting as was an American school that needed a certain amount of foreign staff to get accredited. So they had to hire a crap load of locals doing all sorts of busy work to get the percentages to work. In order to get the foreign staff they had to pay decent wages that were 3 times the local wages. So in many cases the foreigners were getting paid 3 times to do the same exact job. Talk about resentment.
