I feel like you might've jumped into the execution part without doing the proper DD first.
It would be a shame to see you invest time & money on the idea, just to realize it wasn't worth it in the end. I suggest you take a step back from the technicalities, and go back to the research stage and think business.
What is your app idea?
What is the demand for your app?
What is the financial model for it (pay/advetisements)?
Now you can have a ball park figure of the potential revenue (demand X price of app, or ads income).
Costs:
How much will it cost you to hire someone to build it?
What fixed and variable costs will you incur? (servers, app store fees etc)
How much will you have to invest in promoting the app to get to the people who need it?
If your calculations tell you that Revenue > Costs then go ahead and start figuring out the technicalities.
If not, save your time and find a better idea
Also, try to be realistic about your estimates and talk to potential customers and developers to get the most reliable data.
The question of doing it yourself vs hiring someone (without taking into account future value of skills learned) is just a matter of your plan to realize the idea, and the resources available to you.

3. How would you explain the app to an expert in order for him/her to give you a quote?
That was a lot to take in. Might have to go back to the drawing board and plan it out properly

I've got some great feedback from this forum and just completed the updates.
I would encourage you just to do a very basic app initially so you learn the process. There are a lot of things to learn in becoming a developer on Apple's platform. Nothing too major, but a lot of little things that are impossible (in my opinion) to really learn just by reading about it.
